PEKANBARU, Siberriau - The 2026 Riau Province Regional Budget (APBD) has been approved. The total 2026 Riau APBD is estimated at 8.321 trillion rupiah.
The approval of the 2026 Riau APBD was held during a Plenary Session of the Riau Provincial Council, held in the Plenary Meeting Room of the Riau Provincial DPRD, Saturday (November 29, 2025).
"The 2026 Riau APBD is 8.321 trillion rupiah," said Acting Governor of Riau, SF Hariyanto, as quoted from mediacenter.riau.go.id.
Meanwhile, Riau Province's Regional Revenue in 2026 is estimated to reach 8.254 trillion rupiah. This figure is supported by Regional Original Revenue (PAD), which is targeted at 5.279 trillion rupiah, Transfer Revenue from the central government of 2.965 trillion rupiah, and other legitimate revenues worth 9.25 billion rupiah.
Furthermore, Regional Taxes are projected at 4.033 trillion rupiah, Regional Levies are estimated at 14.364 billion rupiah, and Riau Province's Regional Financing is estimated at 66.887 billion rupiah in 2026.
"The 2026 Riau Regional Budget (APBD) has decreased compared to the previous year," added SF Hariyanto.
The Acting Governor of Riau stated that after the 2026 Riau Regional Budget is ratified, the next step is to await evaluation by the Minister of Home Affairs. He hopes the evaluation process can proceed quickly so that its implementation can proceed and benefit the community.

Anticipating Extreme Weather, BMKG Orders Increase in Emergency Funds
PEKANBARU, Siberriau – The natural disasters that have struck neighboring provinces such as West Sumatra, North Sumatra, and Aceh have drawn serious attention from the Acting Governor of Riau, SF Hariyanto.
In a meeting with the Riau Regional Representative Council (DPRD) regarding the discussion of regional regulations on Saturday (November 29, 2025), he emphasized that the emergency situation in the surrounding areas serves as a crucial reminder of the importance of strengthening regional preparedness in Riau.
SF Hariyanto revealed that the Riau Provincial Government (Pemprov) has received the latest warning data from the Meteorology, Climatology, and Geophysics Agency (BMKG). This data indicates the potential for increased thunderstorms, which are predicted to have a significant impact on the Riau region.
"We have received data from the BMKG, and this potential for extreme weather could impact Riau," he said, referring to the need for increased vigilance amidst extreme climate change, as quoted from mediacenter.riau.go.id.
The Riau Provincial Government's concerns grew after observing the significant losses caused by the disasters in neighboring provinces. In response, he stated that he had immediately coordinated with the Riau Provincial Secretary (Sekdaprov) to review and ensure the readiness of the regional emergency budget allocation.
He specifically highlighted the initial budget allocation for Unexpected Expenditures (BTT), or emergency funds, which is currently only budgeted at 20 billion rupiah. He underscored the potential for funding inadequacy if a large-scale disaster occurs in Riau.
"Seeing the impact of the disasters in neighboring provinces, I am concerned that the budget will be strained if we face a similar situation," he explained.
In response to these concerns, SF Hariyanto took decisive action by ordering a comprehensive evaluation of all activities and programs in every Riau Regional Apparatus Organization (OPD). Programs and activities deemed non-priority will be immediately cut or postponed.
The goal is to shift and strengthen the Unexpected Expenditure (BTT) budget allocation to address potential emergencies and extreme weather conditions. He stated that increasing emergency funds is a top priority to ensure a swift and effective response to potential disasters.
"After the evaluation meeting, we will shift non-priority activities, and we will increase the BTT budget," emphasized the Acting Governor.
SF Hariyanto added that these preparedness and anticipatory measures must begin early without delay. According to him, thorough preparation is key to ensuring the Riau Provincial Government is not overwhelmed and is able to respond quickly if a natural disaster, such as a flood or landslide, occurs suddenly in the Riau region.
"We must prepare now. If we are not prepared, we will have a hard time dealing with it," he said.
Despite taking preventative measures and strengthening the emergency funds, he remains hopeful and prays that Riau Province will avoid similar incidents that have befallen other provinces. However, he emphasized that vigilance and anticipatory efforts must be maintained. "Let's pray together that Riau will be spared from disasters. Riau's 2026 Regional Budget Under Evaluation Process at the Ministry of Home Affairs
PEKANBARU, Siberriau - The 2026 Riau Provincial Budget (APBD) was approved at 8.321 trillion rupiah on Saturday (November 29, 2025) during a Plenary Session of the Riau Provincial People's Representative Council (DPRD) in the Plenary Meeting Room of the Riau Provincial DPRD.
Three days after the approval, the Riau Provincial Government (Pemprov) submitted the proposed draft of the 2026 Riau APBD to the Ministry of Home Affairs (Kemendagri) for evaluation.
"Three days after the approval, we submitted the 2026 Riau APBD and it has been received by the Ministry of Home Affairs (Kemendagri) for evaluation," said the Regional Secretary of Riau Province (Sekdaprov), Syahrial Abdi, on Sunday (December 7, 2025), as quoted from mediacenter.riau.go.id.
Syahrial stated that his office is currently awaiting the Ministry of Home Affairs' evaluation schedule for the 2026 Riau Regional Budget (APBD). According to regulations, the evaluation takes 14 working days from the date the proposal is submitted.
"We are now awaiting the evaluation schedule. Usually, we receive the evaluation schedule within 14 working days of the proposal," he said.
Syahrial further explained that once the evaluation has been completed, the next stage will be ratification. After that, his office can implement the 2026 Riau Regional Budget.

Rokan Hilir Regional Budget for Fiscal Year 2026 Approved, Regent Hopes Vision and Mission Will Be Achieved
Rokan Hilir Communications and Information Technology Office, Siberriau – The Rokan Hilir (Rohil) Regional Representative Council (DPRD), along with the regional government, approved the Draft Regional Regulation (Ranperda) concerning the 2026 Regional Budget (APBD) on Sunday (November 30, 2025). The approval, part of a series of plenary meeting activities, was marked by the submission of a report by the Rokan Hilir DPRD Budget Committee (Banggar), followed by the reading of the draft decree and the request for approval from all council members present regarding the ratification of the draft regulation.
Furthermore, the Decree was signed and the draft regulation was submitted to the Rokan Hilir Regency Government, along with a response from the Regent of Rokan Hilir, H. Bistamam.
The plenary session was attended by the Chairman of the Rohil Regional People's Representative Council (DPRD), Ilhammi STrKeb; the Deputy Chairmen of the DPRD, Maston SH, Imam Suroso SE, Basiran Nur Efendi SE MIP; the Regent of Rohil, H. Bistamam; the Regional Secretary, H. Fauzi Efrizal MSi; council members, and heads of Regional Apparatus Organizations (OPD) within the Rohil Regency Government.
In his final remarks, the Regent of Rohil, H. Bistamam, expressed his appreciation for the council's support during the deliberations on the 2026 Regional Budget (APBD) draft regulation.
"We express our appreciation and gratitude to the council, as well as all the Regional Government Agencies (SKPD) that participated in the discussions with the DPRD. We hope that the plans can be successfully achieved in accordance with the vision and mission of realizing a Rohil that is dignified, advanced, prosperous, faithful, and cultured," he said.
According to a report from the Rohil DPRD Budget Committee (Banggar), delivered by spokesperson Darwis Syam SH, the 2026 Rohil Regional Budget (APBD) with regional revenue of Rp 2,157. 550,365,054.00.
This consists of Regional Original Revenue (PAD) of Rp350,641,193,726.00, and transfer revenue consisting of central government transfer revenue and inter-regional transfer revenue of Rp1,806,909,171,328.00.

2026 Meranti Islands Regional Budget Approved at IDR 1.162 Trillion
MERANTI, Siberriau—The Meranti Islands Regency Government, along with the Regional People's Representative Council (DPRD), ratified the Draft Regional Regulation (Ranperda) concerning the 2026 Regional Budget (APBD). The ratification took place during a Plenary Meeting of the Meranti Islands Regency DPRD held at the DPRD Meeting Hall on Thursday evening (November 27, 2025).
According to the DPRD Budget Agency report, the Meranti Islands Regency Budget for Fiscal Year 2026 was approved with total regional revenue of IDR 1,120,725,470,211. This figure consists of IDR 223,508,623,793 in Regional Original Revenue (PAD) and IDR 897,216,846,418 in transfer revenue.
Meanwhile, regional spending is allocated at Rp1,162,419,751,455, which includes Rp922,001,341,440 in operational expenditures, Rp87,159,463,915 in capital expenditures, Rp1,000,000,000 in unforeseen expenditures, and Rp152,258,946,100 in transfer expenditures.
With this figure, the 2026 Regional Budget (APBD) has a deficit of Rp41,694,281,244, which will be covered through regional financing.
The plenary meeting was attended by the Regent of the Meranti Islands, AKBP (Ret.) H. Asmar, the Deputy Regent, Muzamil Baharudin, as well as members of the Regional Leadership Communication Forum (Forkopimda), the Regional Secretary, and several other officials.
Deputy Regent Muzamil Baharudin delivered the Regent's remarks, stating that the 2026 Regional Budget (APBD) is the result of synchronization between the central and regional government work plans, as outlined in the Regional Work Plan (RKPD), Regional Working Unit (KUA), and Regional Budget (PPAS).
The 2026 APBD, he continued, was prepared by considering regional development priorities, fiscal capacity, spending effectiveness that directly impacts the community, and synchronization of national and provincial policies.
"The jointly approved 2026 APBD Draft Regulation will then be submitted to the Governor of Riau for evaluation before being enacted as a Regional Regulation. This will serve as the basis for implementing development programs and activities in the Meranti Islands Regency in 2026," he said.
The Regional Government also expressed its appreciation and gratitude to the Regional People's Representative Council (DPRD), the Budget Agency, and all regional officials who worked hard to ensure the timely completion of the APBD deliberations.
"With the ratification of the 2026 APBD, the Meranti Islands Regency Government is optimistic that future regional development will be more focused, equitable, and have a real impact on the welfare of the community," Muzamil stated.

Inhu Regional People's Representative Council Approves 2026 Regional Budget, Regent Ade Agus Hartanto Expresses Appreciation
INHU, Siberriau – The Regent of Indragiri Hulu (Inhu), Ade Agus Hartanto, attended the Inhu Regency DPRD Plenary Meeting to ratify the Draft Regional Regulation (Ranperda) concerning the 2026 Regional Budget (APBD) on Saturday afternoon (November 29, 2025).
The Plenary Meeting, held in the Hall of the Manpower Office, was officially opened by the Speaker of the Inhu DPRD, Saturday Pradiansyah Sinurat. Nevertheless, the Inhu Regency Government remains committed to optimizing all resources to support the 2026 development theme, "Infrastructure Improvement in the Framework of Strengthening Development Transformation."
Based on the decision of the Regional People's Representative Council (DPRD) Budget Agency, the 2026 Inhu Regency Regional Budget (APBD) was set at Rp1,334,811,302,592. The Regent requested that all heads of regional agencies immediately expedite administration and activity implementation to ensure programs run on time and provide tangible benefits to the community.

Inhil Regent Attends 33rd Plenary Meeting to Discuss 2026 KUA-PPAS
Tembilahan, Siberriau - Indragiri Hilir Regent H. Herman attended the 33rd Plenary Meeting of the Indragiri Hilir Regency Regional People's Representative Council (DPRD) for Session Period IV, 2025 Session Year, in the Inhil DPRD Main Meeting Room.

The Riau Provincial Government Has Received Draft 2026 Regional Budgets from Eight Regencies/Cities
PEKANBARU, Riau, Siberriau - The Riau Provincial Government, through the Regional Finance and Asset Management Agency (BPKAD), has received drafts of the 2026 Regional Revenue and Expenditure Budgets (APBD) from eight regencies/cities. This leaves four more regions that have yet to submit their draft APBDs.
The Acting Head of the Riau Province Regional Finance and Asset Management Agency (BPKAD), Ispan S Syahputra, stated that the eight regions are Dumai City, Meranti Islands Regency, Bengkalis, Siak, Kampar, Kuantan Singingi (Kuansing), Rokan Hilir (Rohil), and Indragiri Hulu (Inhu).
"We have received the draft 2026 Regional Budget (APBD) from eight regencies/cities in Riau. We have not yet received the drafts from the other four regencies/cities," he said, as quoted from mediacenter.riau.go.id, Friday (December 5, 2025), accessed Sunday (December 7, 2025).
Of the eight regions that have proposed draft 2026 APBDs for evaluation, only Dumai City has completed its evaluation. The other seven are still in the process.
"The draft 2026 APBDs for the Meranti Islands Regency, Bengkalis, Siak, Kampar, Kuansing, Rohil, and Inhu are still in the evaluation process," he said.
"Other regions, such as Pekanbaru City, Rokan Hulu (Rohul), Pelalawan, and Indragiri Hilir (Inhil) Regencies, have not yet submitted their proposals. Hopefully, they will soon receive joint approval from the Regional People's Representative Council (DPRD) and their respective regional heads," he added.
On the same occasion, Ispan also explained that, according to regulations, the evaluation process for proposed draft APBDs for regencies/cities takes 15 working days, provided the documents are complete.

However, the Riau Provincial Government is committed to completing the entire 2026 district/city budget evaluation process according to the stages and schedule stipulated in laws and regulations," he said. Pekanbaru's 2026 Regional Budget Approved at IDR 3.049 Trillion
PEKANBARU, Siberriau – The 2026 Pekanbaru City (Pemko) Pure Regional Budget (APBD) has finally been approved at over IDR 3.049 trillion.
The approval took place during a plenary meeting with the agenda being the Report of the Pekanbaru City Council's Budget Agency on the Discussion of the Pekanbaru City Draft Regional Regulation on the Pekanbaru City Budget for Fiscal Year 2026. The meeting took place in the Balai Payung Sekaki room of the local DPRD building on Saturday evening (January 17, 2026).
The plenary meeting was chaired by DPRD Speaker Muhammad Isa Lahamid, accompanied by three Deputy Speakers: Tengku Azwendi Fajri, Dikky Suryadi Khusaini, and Andry Saputra.
Meanwhile, from the Pekanbaru City Government, the plenary session was attended in person by Mayor H. Agung Nugroho, SE, MM, and Deputy Mayor H. Markarius Anwar, ST, M.Arch.
Also present were Acting City Secretary Drs. Ingot Ahmad Hutasuhut, assistants, expert staff, heads of regional government organizations (OPD), and sub-district heads within the Pekanbaru City Government.
Following the plenary session, Mayor Agung expressed his appreciation and gratitude to the leadership and members of the Regional People's Representative Council (DPRD), particularly the budget committee (banggar), who had worked hard with the Regional People's Representative Council (TAPD) in discussing and drafting the 2026 Regional Budget (APBD) for over 3.049 trillion rupiah, resulting in its approval.
"We, the city government, express our deepest gratitude to the DPRD members, especially the budget committee, who have discussed this APBD in such detail, orderly manner, and in compliance with regulations," he said.
Mayor Agung stated that the APBD, valued at over 3.049 trillion rupiah, will soon be submitted to the provincial government for evaluation by the Governor of Riau.
"Therefore, we will await the results of the provincial evaluation. Only then can we implement development in Pekanbaru City," he said.
Mayor Agung explained that the 2026 Regional Budget (APBD) has priority programs, primarily for improving public services, strengthening urban infrastructure, and boosting the local economy and MSMEs.

Acting Head of the Riau BPKAD, Ispan S. Syahputra, stated that his office is still evaluating the APBDs for the two regions. Meanwhile, the 2026 APBD drafts for 10 district/city governments in Riau have been evaluated.
"The evaluation of the 2026 APBDs for Pekanbaru and Inhil is still ongoing, and we are working to complete it as soon as possible," he said on Sunday (February 1, 2026).
With the 2026 Regional Budget (APBD) still pending, Ispan explained that, based on Home Affairs Ministerial Regulation 77 of 2020, if the regional head and the Regional People's Representative Council (DPRD) fail to reach a joint agreement within 60 days of the regional head's submission of the draft APBD regulation to the DPRD, the regional head must prepare a Draft Regional Head Regulation (Ranperkada) for mandatory and binding monthly expenditures.
"For mandatory and binding monthly expenditures, such as salaries, funding for basic education and health services, the regional head must prepare a Ranperkada APBD that is no higher than the previous year's APBD figure," he explained.
When asked about sanctions that could be imposed on the regional head and DPRD, he stated that these are regulated in accordance with applicable laws and regulations. The discussion and ratification of the APBD are regulated in the Law on Regional Government.
"In accordance with Article 312 of Law 23/2014 concerning Regional Government, Paragraph (1) states that the regional head and the Regional People's Representative Council (DPRD) are required to jointly approve the Draft Regional Budget (APBD) no later than one month before the start of each fiscal year," he said.
"In accordance with Paragraph 2, the DPRD and regional head who do not jointly approve the Draft Regional Budget (APBD) before the start of each fiscal year will be subject to administrative sanctions in the form of non-payment of financial entitlements for six months," he continued.
